Graduate capability and employability are regarded as critical success factors for degree programs by universities, industry, and the students. Furthering work-based experiences for academic credit within degree programs is being increasingly explored to assist employability. Effective work-based experiences are reliant on good partnerships between university, industry and student. Such successful relationships assist communication and understanding important for meaningful, quality work-based learning experiences and assessments. Collaborative governance is a finely nuanced arrangement that is dependent on commitment, shared understanding and building trust across university, industry and student guided by the student learning outcomes. Collaborative governance is presented in this paper as an effective framework to guide and organize the structures and processes of university, industry and student to facilitate work-based learning that supports student capability through the attainment of desired outcomes.

This study investigated the impact of a collaborative clinical education model on students' perception of the psycho-social learning environment. In a collaborative arrangement with a university and ward staff, students are placed on a ward and a ward staff member is paid by the university to be 'off-line' from a clinical workload to supervise the students. This is in contrast to the standard facilitation model where students are placed with registered nurses in different localities under the supervision of a 'roving' registered nurse paid by the university. Results showed no significant differences in pre-test mean scores when comparing wards. However, significant differences in post-test scores for the intervention group were identified in the sub scales of: student involvement; satisfaction; personalisation; and task orientation. The authors conclude that adoption of a collaborative clinical education model where students are integrated into the ward team and the team is responsible for student learning can positively enhance capacity for student learning during their clinical practicum.

The outcomes of the 2010 Learning and Teaching Academic Standards project of the Australian Learning and Teaching Council reinforced the importance of ensuring ongoing alignment between threshold learning outcomes and professional accreditation standards for healthcare disciplines. The aim of the harmonising project team was to work with higher education institutions and healthcare professional accreditation agencies to identify and match the goals and expectations of education, professional and government institutions. Within a framework that was organised around the threshold learning outcomes for health, information was captured about assessment approaches in Australian contemporary healthcare professional education. The work of the project specifically focused on a subset of healthcare professions - dentistry, medicine, midwifery, nursing and physiotherapy - as 'demonstration disciplines'.

A more holistic continuing education and training system, one that acknowledges, supports and recognises the value of work-based learning, would better address the ongoing needs of Australian workers. But a widespread learning culture with support from policy-makers, employers, training providers and employees is required to make the most of such a system. These are some of the findings to emerge from a three-year program of research that aimed to investigate what might form the basis of an effective continuing education and training system. This report discusses the final stage of the project and proposes ways forward.

Changing work requirements, an ageing workforce and lengthening working lives requires an education and training system that goes beyond entry-level training and supports lifelong learning. This report comes out of a three-year program of research that aims to investigate how best the tertiary education and training system might be organised to maintain the employability of Australian workers across their working lives. Through an investigation of two different industry sectors - community services and health, and transport and logistics - an evaluation of a number of potential training models and strategies that might constitute a national approach to education and training was conducted.

As part of a three-year program of research, the authors are investigating how the training system might be more effective in providing continuing education and training across workers’ lives, since the tertiary education and training sector is currently geared to entry-level training; that is, getting young people ready to enter the labour market. This working paper sets the scene for the next stage of research. This paper discusses how expert guidance can be best provided in work intensive clinical settings. The adequacy for supporting learning in the clinical practicum for health care disciplines is often complicated by the intensive work practices in healthcare settings. Often, clinicians' work is so intense that the scope for providing close guidance for students is quite restricted. The case advanced here draws on a range of empirical work to propose how clinician-student interactions might be optimized through the provision of a clinical supervisor to assist clinicians develop collegial relationships and acquire skills in guided learning such as demonstrating and role-modeling. These roles can contribute in essential ways to the development of learning environments where clinicians have the opportunity to facilitate the learning of others as part of their workload, and without being burdened by the requirements of teaching and assessment processes. It differs from other approaches because although clinicians partner students and provide feedback to them, clinicians are not expected to formally assess or award a grade for student performance. Assessment and remedial action, when required, is undertaken by the role of a designated clinical supervisor qualified to perform such activities.

Interviews with workers and managers show differences in preferred models of training, depending on the purpose of the training. When the purpose is to remain current and employable, to advance careers or to bring about workplace change, then workplace and practice-based models are the most valued. However, when the purpose is to secure employment or change jobs then educational institution-based models are more favoured. This is the second report coming out of a three-year program of research which aims to investigate how the tertiary education and training system might best be organised to maintain the employability of workers across their working lives.
